Salem Corporation Property Tax: Pay Online and Change the Name

You can pay Salem Corporation property tax online in a few minutes, using your assessment number on the state’s TN Urban e-Pay portal. If you have just bought a house or inherited one, there is a second job: getting the tax records changed to your name.

Both tasks sound official and slow, but they are mostly paperwork and patience. This guide explains what the tax is, how it is worked out, when to pay, how to pay online step by step, and how name transfer works after a purchase, gift or inheritance. It is written for owners, buyers and landlords in Salem who are doing this for the first time.

What Salem Corporation property tax is

Property tax (சொத்து வரி, sothu vari) is a local tax on buildings within the limits of the Salem City Municipal Corporation. The money helps pay for roads, street lights, drains, garbage clearance and other civic work. Every house, flat, shop and office inside the corporation limits should have an assessment, which is the tax record for that property.

The corporation has 60 wards grouped into four zones: Suramangalam, Hasthampatti, Ammapet and Kondalampatti. Each zone has a zonal office, which usually handles tax questions, name transfers and new assessments for the wards under it.

The owner is responsible for Salem Corporation property tax, even when the house is rented out. Empty plots are treated differently, under vacant land tax, and the state portal has a separate calculator for it. Here are the words you will see on notices and receipts:

TermWhat it means
Assessment numberThe unique number of your property’s tax record
Ward and zoneThe area and zonal office your property falls under
Half-yearThe tax period; the year is split into two halves
DemandThe amount due for a period
DCBDemand, collection and balance: what was due, paid and pending
Name transferChanging the owner’s name in the tax record

How the tax is worked out, in plain words

You do not need to calculate the tax yourself, but it helps to know what drives it. Broadly, Salem Corporation property tax depends on these points:

  • The plinth area (the built-up area of the building).
  • The street or zone, because each area has its own basic rate.
  • The use of the building: residential, commercial or mixed.
  • The type of construction and the age of the building.

Rates are revised by the state from time to time, and Tamil Nadu has revised them in recent years. So an old receipt is not a reliable guide to what you owe today. The TN Urban e-Pay portal has a tax calculator that gives an estimate, and your demand notice shows the actual amount.

Home use, shop use and mixed use

Use matters because commercial rates are usually higher than residential ones. If you turn a front room into a shop, clinic or office, the use of that part changes. Declare the change to the zonal office so your Salem Corporation property tax is assessed correctly. Hiding a change of use can lead to arrears and penalties when it is found.

If you think your assessment is wrong, for example the area or use is recorded wrongly, speak to your zonal office. Keep your approved plan and sale deed handy, as these show the correct details.

Hasthampatti also names one of the corporation's four zones, each with its own zonal office.

When to pay: the two half-years

Property tax in Tamil Nadu’s urban local bodies is levied for two half-years: April to September and October to March. Salem Corporation property tax follows the same pattern. Paying early in each half-year is the simplest habit to build.

Late payment can attract a penalty or interest, and in some years the state has offered a small incentive for paying early in the half-year. These rules and amounts change, so check the current position on your demand notice, on the portal, or with your zonal office. Do not rely on what a neighbour paid last year.

A simple routine works well. Set two phone reminders, one in April and one in October. Pay, save the e-receipt, and file it with your sale deed and EB papers.

How to pay Salem Corporation property tax online

The online route is the easiest. Salem’s own district website points residents to the TN Urban e-Pay portal for house tax and water tax. Follow these steps:

  1. Find your assessment number on an old receipt or your demand notice.
  2. Open the TN Urban e-Pay portal and choose the property tax payment option.
  3. Select Salem City Municipal Corporation, then enter your assessment number.
  4. Check the owner name, address and pending amount shown on screen.
  5. Pay using one of the payment methods offered, such as net banking or a card.
  6. Download or save the e-receipt, and note the transaction number.

If you own more than one property, create a login on the portal. Registered users can add their assessments to one account and see pending dues and past payments in one place. That saves hunting for numbers every half-year.

If the payment fails or the amount looks wrong

If money leaves your account but no receipt appears, do not pay again at once. Note the transaction number, wait a day, and check your payment history on the portal. Banks usually reverse failed payments on their own. If the amount due looks far higher than expected, it may include arrears from earlier years. Check the demand, collection and balance details, and ask your zonal office before you pay a disputed figure.

Six steps to pay Salem Corporation property tax online

Other ways to pay

If you are not comfortable paying online, you can pay in person. The corporation’s zonal offices collect Salem Corporation property tax, and they can also explain arrears or mistakes in your record. Take your assessment number or an old receipt with you.

Owners who live in Chennai, Bengaluru or abroad can still pay Salem Corporation property tax online from anywhere. A relative in Salem can also pay at the zonal office for you, as long as they have the assessment number and bring back the receipt.

Always take an official receipt for every payment, whether online or at a counter. Never hand cash to a middleman who promises to “settle” the tax for you. If you cannot show a receipt later, it is very hard to prove you paid.

How to find your assessment number

The assessment number is the key to every Salem Corporation property tax task. Here is where to look, starting with the easiest:

  • Your last property tax receipt or demand notice.
  • The previous owner’s receipts, which a buyer should always collect at registration.
  • The property search option on the TN Urban e-Pay portal.
  • Your zonal office, with a copy of your sale deed and the property address.

Keep the number in your phone and on the first page of your property file. Many owners also write it on the inside of their document folder, next to the EB service number.

Name transfer after buying a house in Salem

Registering the sale deed at the Sub-Registrar office makes you the legal owner. It does not change the name on the corporation’s tax record. You have to apply for that separately, and it is worth doing soon after you buy.

A name transfer matters because the tax record is used as supporting proof in many places. You may need it to change the EB connection to your name, for a home loan or top-up, and when you sell the house later. It also makes sure tax notices come to you, not the previous owner.

Documents usually asked for

Requirements can vary, so confirm the current list with your zonal office. Most applicants keep these ready:

  • An application for name transfer, in the format the corporation asks for.
  • A copy of the registered sale deed, with the original shown for verification.
  • The latest property tax receipt, showing no pending dues.
  • Your ID and address proof, such as Aadhaar.
  • A recent encumbrance certificate, if asked.

How the process works

You submit the application at the zonal office, or online where the corporation offers that service. An official checks the documents and may visit the property. Once approved, the record is updated to your name, and future receipts carry it. The portal has a name transfer search that helps you track the status. Pay any prescribed fee only against an official receipt.

Our guide on what to do after buying property in Tamil Nadu covers the patta, EB and water name changes that go with this.

After the name transfer

Check that your next Salem Corporation property tax receipt shows your name and the correct address. If anything is misspelt, ask for a correction straight away, because the same spelling will be copied into other records. Then use the updated record to change the EB connection and other utilities to your name.

Inheritance, gift or partition: which document you need

Not every change of owner comes from a sale. The document behind your name transfer depends on how you became the owner. This table shows the usual basis for each case:

How you became ownerMain document for name transfer
PurchaseRegistered sale deed
Inheritance without a willDeath certificate and legal heir certificate
Inheritance with a willDeath certificate, the will and any court order needed
Gift or settlementRegistered gift or settlement deed
Partition among familyRegistered partition deed

A legal heir certificate is issued by the Tahsildar, usually applied for through an e-Sevai centre. When there are several heirs, the corporation may ask for the consent of the others before changing the name to one person. If you plan to sell, our guide to selling inherited property in Tamil Nadu explains the extra steps.

New construction and extensions

A newly built house needs its own assessment before Salem Corporation property tax can be levied on it. Apply to your zonal office once the building is complete, with your approved plan and the details the office asks for. Until the assessment is created, you cannot pay tax on the new building, and that can cause trouble later.

The same applies when you add a floor or convert part of a house into a shop. Declare the change and let the assessment be revised. An undeclared extension may be caught during a survey, and arrears can then be demanded in one go.

Landlords, tenants and property tax

In Salem, as across Tamil Nadu, the owner is liable for property tax on a rented house. A rent agreement can say something different, but the corporation will still look to the owner for payment. Tenants should not pay the owner’s tax unless it is clearly written into the agreement and reflected in the rent.

Landlords should keep paid Salem Corporation property tax receipts ready, because careful tenants may ask to see that the house has no dues. Our explainer on property tax on a rented house covers the owner-tenant question in detail. If you are looking for a home instead, our guide to renting a house in Salem is the better place to start.

Common mistakes with Salem Corporation property tax

Most tax problems come from small slips that grow over time. Watch out for these:

  • Paying against the wrong assessment number, often a neighbour’s or an old one.
  • Not saving receipts, then struggling to prove payment during a sale.
  • Buying a house without checking the pending dues first.
  • Leaving the tax record in the previous owner’s name for years.
  • Not declaring a new floor, shop or extension.
  • Paying cash to agents who promise a lower tax or quick name transfer.

Each of these is easy to avoid with one folder, one set of reminders and official receipts for every payment.

Buying or selling in Salem: tax checks that protect you

If you are buying, ask the seller for the latest receipts and check the pending amount on the portal before registration. Clear any arrears as part of the deal, in writing. Also check the encumbrance certificate and other title documents on TNREGINET, and ask an advocate to verify the title.

If you are selling, clear your Salem Corporation property tax dues first and keep the receipts ready. Buyers and banks often ask for them, and a clean tax record makes the sale smoother. Our guide on how to sell property in Salem walks through the full process.

Key facts about property tax in Salem city

Frequently asked questions

Can I pay Salem Corporation property tax online?

Yes. Salem’s district website directs residents to the TN Urban e-Pay portal for house and water tax. Choose the property tax option, select Salem City Municipal Corporation, enter your assessment number, check the dues and pay with the methods shown. Save the e-receipt. You can also create a login to track all your assessments together.

What if I have lost my assessment number?

Look for an old receipt or demand notice first. If you have none, try the property search on the TN Urban e-Pay portal, or visit your zonal office with a copy of your sale deed and the property address. The office can trace the record. Note the number somewhere safe once you have it.

How long does a name transfer take?

There is no single fixed time, because it depends on document checks and any site visit. Applications with a clear registered deed and no pending dues usually move faster. Keep your acknowledgement, follow up with the zonal office, and use the portal’s name transfer search to check whether your record has been updated.

Who pays property tax on a rented house in Salem?

The owner is liable to the corporation. A rent agreement can shift the cost to the tenant, but only if it is clearly written and both sides agree. Even then, the corporation looks to the owner if the tax is unpaid. Landlords should keep the receipts in their own name and file them safely.

Is property tax in Salem the same as patta?

No. Property tax in Salem is a corporation record for buildings in city limits. Patta is a revenue record of land ownership kept by the Revenue Department. After buying, you usually need both updated: the patta through the revenue side, and the tax record through the corporation. One does not replace the other.

Do I pay property tax on an empty plot?

Empty plots within the corporation limits are generally covered by vacant land tax, which is separate from the tax on buildings. The TN Urban e-Pay portal has a separate calculator for it. Ask your zonal office to confirm whether your plot has an assessment, especially if you bought it recently.

Next steps

Find your assessment number, pay the current half-year online, and save the receipt. If you have just bought, apply for the name transfer this month rather than next year. For any doubt about your record, the Salem City Municipal Corporation website and your zonal office are the right places to ask.
